A milenar tradição diplomática do Vaticano

As posições do Papa Bento XVI têm dado algumas voltas nos últimos meses. Em Setembro, Bento recebe publicidade inusitada à sua citação sobre o Islão em Regensburgo. Passado dois meses, em visita à Turquia, o Pontífice declara o seu apoio à entrada da Turquia na UE, contrariando a sua anterior posição enquanto Cardeal. Um Papa Europeu, e preocupado principalmente com a Europa, Bento não acredita certamente que, ao contrário do que afirmou, não tem nada a ver com o assunto.

A UE e a Cimeira de Riga

A Guerra Fria acabou há 15 anos, com o desmembramento da União das Repúblicas Socialistas Soviéticas. O Ocidente, e a NATO, foram considerados os vencedores desse conflito bipolar. Numa tentativa de se adaptar e sobreviver na nova ordem mundial, a Aliança Atlântica decidiu-se pelo alargamento a Leste e por novas formas de intervenção.

Desde o início desta semana que os Chefes de Estado e de Governo da NATO estão reunidos na Letónia, naquela que é a primeira Cimeira da Aliança realizada num país da antiga União Soviética.

A
Cimeira de Riga, que acaba hoje, tinha na sua agenda inicial a transformação da Aliança Atlântica e a definição do seu papel como actor global, mas tudo acabou por se resumir ao Afeganistão e às exigências americanas para um maior empenhamento dos Aliados naquele território.

No entanto, somente foi conseguido um acordo para um maior comprometimento dos Aliados europeus em alargar a disponibilidade de deslocação das suas Forças no terreno, diminuindo os constrangimentos nacionais, mas apenas em caso de emergência. Ficou tudo na mesma e mais uma vez a questão da transformação da NATO foi adiada. Foi ainda aprovado em Riga um texto com as linhas de
acção política da NATO, a desenvolver nos próximos 10-15 anos, mas que também não aparenta trazer nada de novo.


E como fica a União Europeia nisto tudo? Ontem num
texto publicado em vários jornais europeus, o Presidente Francês, Jacques Chirac, apelou a uma maior participação da UE na defesa da paz, de modo a assumir uma parte considerável da responsabilidade na segurança dos territórios onde estiver melhor posicionada para intervir “quer por motivos geográficos ou históricos, quer pela natureza da intervenção”, como por exemplo no caso do Líbano, onde as forças europeias constituirão o eixo da FINUL. Deve então a UE assumir-se como um actor internacional na segurança e defesa e colocar-se ao mesmo nível dos Estados Unidos. Mas conseguir-se-á da parte dos governos europeus a vontade política para o aumento das despesas com a Defesa, que tal postura europeia exige? Ou continuará a UE dependente das forças da NATO para ter capacidade militar para a sua acção?

Alguns impasses

A semana que passou terminou com a Cimeira de Helsínquia, entre a UE e a Rússia, e começou sem o acordo entre a Turquia e o Chipre, o que continuará a ter implicações negativas nas negociações de adesão da Turquia. A relação da União Europeia com as fronteiras mais a Leste é, sem dúvida, um duplo desafio, em que o objectivo é criar uma zona de estabilidade que previna conflitos futuros.

Na ordem de trabalhos da Cimeira com a Rússia constava o novo acordo de parceria com a UE, a questão do mercado energético, dos direitos humanos, e os temas do Irão e da Geórgia. Pouco de decidiu. A Polónia veta qualquer acordo até a Rússia levantar o embargo aos produtos alimentares polacos. Quanto ao mercado energético, a Rússia quer mantê-lo fechado. As sanções ao Irão continuam a ser bloqueadas por Moscovo. E depois, faz-se pressão para que se cumpram os direitos humanos, e a Rússia permanecerá intransigente.

No encontro entre a UE e a Turquia discutiu-se a questão de Chipre (Kirsty Huges), mas também já era claro que Ancara não iria ceder. Dias antes do encontro, a Turquia já tinha anunciado que não iria cumprir qualquer prazo que estabelecesse a abertura dos seus portos e aeroportos aos cipriotas gregos. Impasse que decorre também da atitude irónica resultante do referendo realizado em 2004, quando se perguntava se seria aceite o modelo suíço para o Chipre, os cipriotas gregos disseram que não, e foram aceites na UE, os cipriotas turcos, disseram que sim, mas foi-lhes recusada a adesão. Se a entrada do Chipre na UE e o início das negociações com a Turquia pareciam poder acelerar a resolução da questão do Chipre, tal não aconteceu.

Ambos os encontros se traduziram em poucas conclusões. Charles Grant, do Centre for European Reform, num artigo publicado recentemente, afirmava que existem algumas semelhanças entre a Rússia e a Turquia, a começar pelos difíceis assuntos que têm para lidar – os turcos a questão do Chipre (entre outras), os russos a energia. A diferença reside no facto de Moscovo não ter intenções de entrar na UE, ao contrário de Ancara. Mas qual das duas estará a ter a atitude mais acertada?

Europa e União Europeia...

Num blog que pretende fomentar a discussão sobre o Futuro da União Europeia (UE) há que esclarecer conceitos, e, neste sentido, teremos que fazer a distinção entre Europa, enquanto continente, e UE, enquanto projecto económico, político e social equacionado no fim da II Guerra Mundial.

Os países europeus partilham uma herança histórico-cultural comum forjada por séculos de relações políticas, comerciais, sociais e culturais, nas quais a formatação de um passado histórico-filosófico desempenhou e desempenha um papel de relevo. Os valores que emergiram deste passado secular partilhado encontram-se ainda hoje presentes nos valores de que a UE é apologista. Esta constatação não significa, por sua vez, que a UE tem uma identidade uniforme ou que os países europeus poderão ser incluídos num mesmo rótulo, mas quererá inferir que os Estados europeus são portadores de influências, ainda que residuais, de uma história secular partilhada e marcadamente europeia. Um passado de conflitos entre países europeus e os benefícios económicos de uma progressiva integração europeia são os alicerces elementares da UE enquanto projecto económico e político.

Na tentativa de definir identidade europeia não poderemos salientar uma característica distinta, na medida em que, apenas na conjugação de algumas variáveis poderemos descrever o que nos torna europeus – história, cultura política, geografia, relações sociais e comerciais, cultura, … - e distintos de povos de outros continentes.



Por fim, deixo algumas questões para discussão. Deveremos direccionar o projecto político-económico europeu para uma UE além das fronteiras geográficas da Europa? Que tipo de relações estabelecer com países que encaixam no perfil europeu mas que não se encontram geograficamente na Europa?

Pensar o Futuro da UE e estabelecer orientações estratégicas é determinante para a construção europeia, com a qual se pretende um projecto cada vez mais aliciante e crucial nos palcos internacionais.

Europa, Europas

A Europa, para existir, não pode existir.

Ao contrário dos impérios como a China, a Índia ou a Rússia, que puderam impor a unidade, mais ou menos duradoura, de espaços territoriais de escala continental, o que torna única a Europa é ter sempre conseguido opor às tentativas hegemónicas de unificação as virtudes do pluralismo e da diversidade.

Nesse sentido, a Europa são as Europas, um número crescente de entidades autónomas e soberanas que reconhecemos como Estados modernos, membros, quase todos, da União Europeia, que é, ao mesmo tempo, uma associação livre de Estados, uma aliança das democracias e um ideal politico de unidade.

O princípio constitutivo da Europa deve procurar-se na tensão permanente entre a integração regional, cuja expressão institucional decisiva é a União Europeia, a estabilidade dos Estados soberanos e a dinâmica de crise típica das democracias liberais. Porém, desde o fim da Guerra Fria, a hubris dos falsos vencedores quis substituir a regra constitucional europeia por uma deriva cujo desígnio seria a formação burocrática de um império europeu, que assumia a sua superioridade e a sua vocação universal quando se apresentava a União Europeia como uma grande potência normativa. Essa estratégia deslocada foi posta em causa pelos eleitores da França e da Holanda: ao contrário dos neófitos, os membros originais das Comunidades Europeias guardaram a memória dos seus fundamentos constitucionais.

A crise aberta pelos cidadãos franceses e holandeses é profunda e vai resistir às tentativas de contornar a expressão democrática directa como o novo método da construção europeia. Mas é preciso continuar: a Europa faz-se por partes e está tudo por fazer em domínios tão importantes como a segurança e a defesa, os únicos em que a autonomia estratégica europeia se pode consolidar, num quadro de aliança com os Estados Unidos e o conjunto da comunidade democrática internacional.
